Huber Vargas

Viceministro de Telecomunicaciones Ministerio de Ciencia, Innovación, Tecnología y Telecomunicaciones de Costa Rica.

He holds a background in economics, law, and international business and currently serves as the vice minister of telecommunications at the Ministry of Science, Innovation, Technology, and Telecommunications (MICITT) of Costa Rica. He has led key decisions in the country’s digital transformation, including the first public tender for radio and television frequencies, as well as the national spectrum auction for 5G—both groundbreaking initiatives that are expanding connectivity and accelerating digital transformation.

The vice minister has led global procurement processes in the private sector, particularly in data center infrastructure and advanced technology acquisitions, and has served as Chief of Staff to the Minister of Foreign Trade (COMEX). He is firmly committed to promoting innovation through smart regulation, pragmatic decision-making, the building of strategic alliances, and the advancement of sustainable development within the technology and telecommunications ecosystems.

In line with the objectives of the EU-LAC Digital Alliance and the the BELLA II project led by RedCLARA, TICAL provides a forum for strategic dialogue and exchange of experiences among the NRENs members of RedCLARA on strengthening regional science, technology, and innovation; promotes the identification of common challenges and opportunities of digital transformation for the economic and social development of Latin America and the Caribbean, and seeks to identify the cornerstones for building a common development agenda based on digital.
