Eliana Uluate Brenes

Master’s degree in International Relations and Diplomacy with a focus on international cooperation, and Bachelor’s degree in Political Science with a focus on public policy. She currently serves as Coordinator of the International Cooperation Unit at the Ministry of Science, Innovation, Technology, and Telecommunications (MICITT) in Costa Rica, leading initiatives in digital transformation, artificial intelligence, research, networks, interoperability, and cybersecurity.
She has represented Costa Rica in regional and international forums, including the Inter-American Commission on Science and Technology (COMCYT-OAS), the Central America and Panama Scientific and Technological Development Commission (CTCAP-SICA), the Organisation for Economic Co-operation and Development (OECD), and the Senior Official Meeting (SOM) of the European Union, among others.
She has promoted and supported Costa Rica’s participation in European Union framework programs, such as ALCUE-NET, RESINFRA, and RESINFRA+, and more recently in the ERASMUS+ Fit4Digital project, fostering collaboration among public, academic, and private sector actors in research and innovation.
Her areas of expertise include international cooperation, science, technology and innovation, scientific diplomacy, and European research programs.
